An armed citizenry limits the autonomy of the UN's members (the aformentioned chief executives), as well as creating a risk of layoffs. So of COURSE the UN is against it. Of course, it makes it all the more curious they don't get along with Bush, since President "I'll do whatever the hell I like and there's nothing you can do about it" is pretty much the posterboy for the all-powerful chief executive.
